To the Members of the United States Congress:

We, the undersigned, urge the United States House of Representatives and Senate to take immediate action to protect beagles and other dogs from abuse in laboratory breeding and testing facilities.

The documented abuses at facilities like Ridglan Farms — 311 state violations, devocalization without anesthesia, surgeries by unlicensed staff — and Envigo — 70+ federal violations, $35 million fine, 4,000 beagles rescued — demonstrate that the current regulatory system has failed. USDA inspectors found zero violations at Ridglan in 25 of 28 inspections while state inspectors found 311.

We call on Congress to strengthen enforcement of the Animal Welfare Act, close the regulatory gaps that allow documented cruelty to persist for years, and accelerate the transition to non-animal testing methods as enabled by the FDA Modernization Act.

These dogs cannot speak for themselves. We speak for them.
